This is the resolution made by the Board of Directors for Circle Ten Council, stating the new requirements for training of unit leaders.

RESOLUTION
BE IT RESOLVED that the Board of Directors of the Circle Ten Council. Boy Scouts of America hereby approves the following Training Requirements for Unit Leaders.
In support of the Council's Strategic Plan. the Executive Board of the Circle Ten Council requires all Top Unit Leaders to be fully trained. This was accomplished with a resolution on October 27. 2009.
To further support the vision of "Every Scout Has a Trained Leader", beginning on January 2010, any Pack, Troop, Team, Crew, and Sea Scout Program shall have their Top Leader completely trained for their position.
A Cubmaster, to be considered fully trained, must have completed the following training courses: Youth Protection, FastStart, This is Scouting, and Leader Specific Training.
A Scoutmaster, to be considered fully trained, must have completed the following training Courses: Youth Protection, Fast Start, This is Scouting, Leader Specific Training and Introduction to Outdoor Leader Skills.
A Varsity Team Coach, to be considered fully trained, must have completed the following training courses: Youth Protection, Fast Start, This is Scouting. Leader Specific Training and Introduction to Outdoor Leader Skills. (introduction to Outdoor Leader Skills is only required if the Team is engaged in a hiking or camping program.)
A Venturing Crew Advisor, considered fully trained. must have completed the following training courses: Youth Protection Fast Start. This is Scouting, and Leader Specific Training.
A Sea Scout Skipper, to be considered fully trained. must have completed the following, training courses: Youth Protection, This is Scouting Leader Specific Training and Sea Scout Leader Specialized Training.
All of the aforementioned training positions must be completed within one year of the leader's registration date with the Circle Ten Council.
These leaders will be required to stay Current in their training based upon the requirements as set by the Council Training Committee.
